My recommendations for Windows users:

Text Editor: Notepad++
Lightweight IDE: Komodo Edit
Full IDE: Netbeans

I prefer notepad++. It has a good color text scheme and also allows you to work in different types of code. Very nice for my needs as an amateur web designer.

TextMate and Coda are extremely popular, and rightly so, among web developers and designers. While Vi/Vim and Emacs are more popular among programmers and sysadmins. Just saying Vim is the best is horribly shortsighted. FYI, Emacs is much more customizable (Emacs Lisp is a full blown language) and somewhat more powerful than Vi/Vim. Not to mention Vi/Vim's shortcomings and long standing problems.

@thr. That's a really interesting comment. I've been hearing through the grapevine how great Vim or Emacs is compared to modern text editors. I also heard that a lot of the Google programmers use Emacs. So, I might consider your suggestion. What is your opinion on the difference between Vim and Emacs?

Vim (or GVim) is the single one best editor for almost everything. If you are able to type blindly try it! if not, don't bother, it is no use for 2-finger typists.
It has a very steep learning curve, but once mastered, it can move mountains with very few and comfortable keystrokes. You will hate every other IDE/editor for not being able to do the things Vim does.
